We have checked again and Actions work flawlessly along with showing the changes in ACR.  We want your actions to work. Here is a test that you can do and it will work if you follow all these steps.

Make sure that the ACR plug-in for CS2 is 3.7 and the one for CS3 is 4.1.
Make sure that you do not have more than one of each plug-in.
Make sure that Bridge in CS2 has been updated
Only run CS2 or CS3. Do not run them together

Check your color preferences and all preferences in both application
and it would be a good idea to reset them in both applications. To do
so open Photoshop while holding down Shift, Command and Option.
Delete the preferences and set them up again.

TAKE TWO RAW FILES ONLY AND LOOK AT THEM IN CS3 BRIDGE AFTER YOU HAVE
SET UP COLOR PREFERENCES AND CS3 PREFERENCES. NOTE that the preferences will only hold after you restart CS3. In Bridge drop down to Camera Raw preferences and turn off auto. Make your adjustments to the images in Camera Raw and make sure that Bridge displays the
changes. It may take a little time for Bridge to display the changes based on your ram and cache.

MAKE SURE THE FOLLOWING PREFERENCES ARE CORRECT Photoshop General- Automatically Launch Bridge

DRAG A RAW FILE ONTO THE CS3 ICON AND CAMERA RAW SHOULD OPEN. THE
MENU AT THE TOP OF CAMERA RAW NOW MUST READ CAMERA RAW 4.1. If this
is not the case you have the wrong Camera Raw plug in installed.

GO TO PHOTOSHOP MAIN MENU AND DROP DOWN AND CHOOSE CAMERA RAW
PREFERENCES. DESELECT  APPLY AUTO TONE ADJUSTMENTS AND APPLY AUTO GRAYSCALE (THEY SHOULD NOT BE CHECKED)

ON THE BOTTOM OF THE IMAGE CLICK ON THE LINK THAT WILL BRING YOU TO
WORKFLOW OPTIONS AND SELECT PROPHOTO AND 16 BIT

CHOOSE OPEN IMAGE TO SET THIS AND THEN CLOSE THE IMAGE AND DON'T SAVE
IT.

GO TO BRIDGE PREFERENCES IN THE BRIDGE MAIN MENU AND UNDER GENERAL
MAKE SURE THAT DOUBLE CLICK EDITS IN CAMERA RAW IS NOT CHECKED.

CHANGES SO YOU CAN TELL. DO THIS FOR THE OTHER IMAGES.

MAKE SURE THAT ALL FILES ARE NOW CLOSED. FROM PHOTOSHOP CS3 MENU
CHOOSE NEW ACTION.

CALL IT TEST.

START RECORDING

DOUBLE CLICK ON ONE RAW FILE IN BRIDGE AND CAMERA RAW SHOULD OPEN

CHOOSE OPEN

CHOOSE SAVE AS AND SAVE IT TO A FOLDER OR YOUR DESKTOP

STOP THE ACTION

GO TO BRIDGE AND SELECT BOTH IMAGES

FROM THE BRIDGE MENU CHOOSE TOOLS PHOTOSHOP BATCH

MAKE SURE YOU CHOOSE THE PROPER SET AND ACTION

MAKE SURE THAT OVERRIDE ACTION OPEN COMMANDS, SUPPRESS COLOR PROFILE
